Seeking innovative concepts to deliver affordable performance tickets to high school students using unsold seat stock in Sydney’s cultural venues.

The City’s Cultural Policy and Action Plan 2014–2024 (Policy and Action Plan) identifies a need to address higher levels of participation and engagement in Sydney’s cultural life across a diverse range of community members. This includes nurturing the cultural appetite and habits of young people to support their engagement with, and access to, live performance. To achieve greater levels of participation of young people in Sydney’s cultural life, the idea of a “Theatre Passport” scheme was discussed in the City of Sydney’s Cultural Policy Discussion Paper and subsequently during the community and sector consultation. Based on a similar scheme that operated in Adelaide during the 1970s–1990s, the scheme would leverage unused, unsold seats in cultural venues across Sydney so as to support audience development of young people (The Scheme).

The idea was well received during the community and sector consultations and in the final Policy and Action Plan the City committed to investigating the viability of a contemporary version of The Scheme for Sydney.

The City is conducting an Expression of Interest calling on cultural producers, organisations or consortiums to submit innovative concepts to deliver The Scheme. The Expression of Interest will be conducted over three stages:

Stage One: Expression of Interest – Submission of innovative concepts to deliver The Scheme.
Stage Two: Shortlisted Process – The City may shortlist up to two applicants to develop their concepts into business plans and present their model and findings to City staff.
Stage Three: Contract Award – Based on a review by City staff, and subject to finalised budgets, the City may consider to award a contract to further fund one applicant one-off seed-funding to support their business plan to market. This seed funding would be granted specifically to support the marketing, venue training and evaluation needs of the program.
